His brother, Salim Saleh, is a senior presidential advisor on defence and security and oversees Operation Wealth Creation (OWC), a programme that receives vast public funds with little transparency. His son-in-law, Odrek Rwabwogo, chairs the Presidential Advisory Committee on Exports and Industrial Development. His daughter, Natasha Karugire Museveni, works as a presidential assistant. Dr Violet Kajubiri, the President's sister, is the deputy chairperson of the Education Service Commission.
These appointments are not accidental, nor are they based on exceptional merit. They form a deliberate strategy to consolidate family rule and weaken Uganda's democratic institutions.
